From Application To Approval
Ensuring Trusted Qualifications For SG Employment Pass
Background Checks
into an Experience
Hiring foreign professionals in Singapore comes with strict compliance obligations. The Ministry of Manpower (MOM) mandates formal education and qualification verification for Employment Pass (EP) and relevant work pass applications to ensure credentials are genuine, verifiable, and issued by accredited institutions.
With the introduction of the COMPASS framework, any qualification used to support eligibility or scoring must be backed by independent verification proof, self-declared information, certificate copies, or notarised documents are not accepted.
CheckMinistry helps employers, HR teams, and mobility partners meet these requirements seamlessly through MOM-aligned education and qualification verification services. By validating credentials directly with issuing institutions and authorised sources, we ensure regulatory compliance, minimise application delays, and support a smoother, faster Employment Pass approval journey.

Education Verification

Is Mandatory
ATS & HRIS Partners
HRIS Partners
From 1 September 2023, MOM requires education verification proof for:
- All new Employment Pass (EP) applications declaring a post-secondary diploma or higher
- EP renewals from 1 September 2024 onwards, where education was not previously verified
- S Pass and Training EP applications, where qualifications are from institutions not already recognised by MOM
If education credentials are used to support eligibility or scoring, verification is compulsory. Copies of certificates, notarised documents, or self-declared credentials are not accepted.
Only verification reports issued by MOM-approved background screening providers are valid.

It is an independent process to confirm that educational and professional qualifications declared in a Singapore Employment Pass (EP) application are authentic and issued by accredited institutions, in line with Ministry of Manpower (MOM) requirements.
Both foreign EP applicants and employers can submit an enquiry. Employers may enquire on behalf of candidates, and candidates may also contact us directly.
Timelines depend on the issuing institution. Some verifications can be completed within a few working days, while others may take longer if institutions require additional follow-ups.
The report confirms the verification outcome and provides supporting details in a format suitable for submission with Employment Pass applications.
Yes. The report is structured to support Employment Pass submissions and can be provided to employers or included in the EP application process as required.
MOM may require independent verification of qualifications, particularly when they are used for COMPASS scoring. Employers and candidates are responsible for ensuring that submitted credentials are genuine and verifiable.
We verify academic degrees, diplomas, and professional qualifications that are used to support Singapore Employment Pass or COMPASS requirements.
Stamped or notarised documents alone may not be sufficient. MOM typically expects independent verification that confirms both the authenticity of the qualification and the accreditation status of the issuing institution.
No. Submitting an enquiry does not initiate any checks. Verification begins only after scope confirmation, document review, and payment approval.
If an institution is unresponsive, we follow up diligently and keep you informed. Where applicable, the report will reflect the outcome in line with MOM-acceptable verification practices.
